Tesoro Community Development District

WELCOME

The Tesoro Community Development District is a local, special purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and created by an ordinance of St. Lucie County as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.

CDD Organization

Board of Supervisors:

The Tesoro Community Development District is organized similarly to other local governments in Florida, in that the legislative body is composed of a five-member board known as the Board of Supervisors. The Board establishes the policy of the District, in accordance with Florida law and ensures the interests of Tesoro Community to have preservation areas and waterways.

District Administration:

The Board, by law, must hire a District Administrator and District Counsel. Staff members operate utilizing the same formalities as a County Administrator and County Attorney. The Board, through review of advertised Requests for Qualifications, ranks and selects a District Engineer to perform the engineering needs of the District. District Administration staff and the District Attorney administer the operations of the District and implement the Board’s policies and contracts.

Tesoro CDD Responsibility

The Tesoro CDD is responsible for maintaining all the Conservation areas (much of Tesoro’s development was done under permits from various Florida State Bodies), and all the waterways and lowlands, uplands and wetlands. The Tesoro CDD is responsible for all the areas where water from homes or roadways flows into the conservation areas, first into retention areas, ponds, lakes and subsequently into the creeks on the Tesoro property and out into the St Lucie River. This responsibility includes the water released from the City of Port St Lucie into our lakes.

The Tesoro CDD does not own any property, nor does it maintain any part of the POA responsibility of roads, home lots nor the Tesoro Club areas.

CDD Funding

The CDD is funded primarily from two sources: the first is from non-ad valorem taxes from every owner in the community: secondly from the City of Port St Lucie as payment for retaining and maintaining the water released into Tesoro waterways.

Issues Found in the Community

The Tesoro CDD has the right to censor any party and demand immediate rectification from anyone who does not: obey the Tesoro permit restrictions; or who takes water from lakes; enters (as in walks into) lakes; or damages or detrimentally affects the preservation areas; or water flow areas under its management. This has been done on a few occasions – for more details contact the District Counsel.

Should you observe illegal water withdrawal or any actions which could detrimentally affect the conservation areas, natural areas water flow or ponds or lakes, please let the Tesoro CDD Board know immediately. They will ensure these actions are in the CDD areas of responsibility and will refer them to the District Manager as appropriate.
